Tal Lam Chung Water Scheme,
Woodward has advised that boring plant will replace that lost during hostilities, and the Treasury have agreed therefore that £5,000 estimated as necessary for prolininery work referred to in your telegram No. 421 may be regarded as rehabilitation, and debited to Hong Kong Government funds, This will preclude it being subsequently covered by a Colonial Development and Welfare grant from the Hong Kong allocation, but will not (repeat not) preclude consideration of the scheme as a whole qualifying for Colonial Development and Welfare absistence.
