You will be glad to know that approval has now been given for the expenditure of £5,000 on preliminary borings in connection with the water works scheme referred to in
telegram No.421 from the Governor of Hong Kong about which we have had recent discussions, and I have today written to the Crown Agents authorising them to engage the firm of Le Grand, Sutcliffe and Gell to purchase the machinery and make the necessary arrangements for its despatch.
