I attach a copy of staff despati No.106 from the Governor of Hong Fong, regarding the staff for the preliminary investigations for the above scheme.
You will see that the cost of theže investigations has been provided for under the Loan
Schedule (of which the only copy is with you), but in paragraph 29 of his despatch No.114 of the 9th May (which enclosed the Estimates and a copy of which has already been sent to you) the Governor stated that consideration was being given to the possibility of meeting the cost of this work from C.D. & W. funds.
As however the Governor does not mention the latter possibility in the enclosed despatch, it is
