Please refer to your letter of 7th October about the engagement of staff for the Tai Lam Chung Reservoir Project. It is clear from the previous correspondence that it was contemplated, last August, that this scheme should be financed from the Colony's C.D... allocation. No reason appears to have been put forward by the Covernor for his rejection of this source of finance, which, in every way, seems most suitable. Indeed, it is difficult to under- stand how, if this is new work, provision can be made in the Loan Schedule (section 14), which is supposed to be in respect of rehabilitation expenditure only.
