The title of the former Imports and Exports Department has been changed to Department of Commerce and Industry as an indication of the proposed extension of its activities. It is proposed that it should take over from the former Department of Supplies, Trade and Industry (now the Department of Supplies and Distribution), those functions of that department concerned with industrial development. In this connection it is proposed to create a now post of
Assistant Director (Industry), who will be concerned with the problems of establishing and expanding industry within the Colony.
Apart from minor changes in staff, including the retirement of the former Government Chemist (Monopoly) and of the Senior Revenue Officer, together with the abolition of three posts of motor driver, there is only an increase of four posts of Woman Revenue Officer. This increase is considered desirable in order to deal more adequately with the problem of smuggling by women.
At the request of certain shipping companies, additional Revenue Officers have been engaged as anti-narcotic guards and are loaned to the companies to prevent the smuggling of narcotics on their vessels. When not so engaged, those officers are available for ordinary duties. This personnel is boing increased and provision for this is made under temporary staff. The expenditure is of course offset by revenue receipts in respect of reimbursements by the companies concerned.
As a result of these changes personal
emoluments have risen by $70,065.
On the other hand economics in Othor Charges have resulted in a decrease of $11,700 in spite of an additional provision of $10,000 for the printing of trade returns. It is proposed during the coming year to resume the pre-war practice of publishing trade returns which will be available for sale to the public.
The nett increase on the head is 58,365.
Head 7. Co-operatives and Marketing.
Pending a decision on the future method of financing both the Fish Marketing Organisation and the Vegetable Marketing Organisation, it has been
considered desirable to show the cost of operating these two organisations under a separate and new Head of
expenditure.
