I had hoped to let you have before now
the further comments referred to in first
paragraph. I have however thought it desirable
to await the outcome of present discussions un
the question of a contribution by Hong kong
towards the cost of reinforcing the Colony,
since any such contribution may be expected
to introduce an important new factor into
consideration of the Colony's financial position.
While I realise that local consideration
of my telegrams 1392 cnd 1502 must take time I
hope you will soon find it possible to reply, in
order that these important issues may be brought
to an early decision.
