Prior to the 1949-50 estimates no changes were
made in the allocation of funds between items of loan expenditure in the schedule to the Hong Kong (Rehabilitation) Loan Ordinance 1947.

In accordance with section 4 of the Ordinance, the Legislative Council approved, by resolution, these transfers. Unfortunately your formal approval for these reallocations was not obtained as it was assumed that your general approval of the 1949-50 estimates, which included the revised figures in the loan schedule, would suffice. The Director of Audit, however, considers that this is open to doubt and, in the circumstances, I should be grateful for your formal approval of the abovementioned transfers of funds.
