Sub Hoads 5, 10 and 12 of Other Charges now provido for the cost of casual labour which was formerly shown as a block vote under Porsonal Emoluments. The provision is also increased as more locomotives, carriages and goods wagons aro now in service.

Sub Head 16 "Miscellaneous Allowances' 11 includes $600,000 for cost of living allowances for the Railway staff.

As has been explained in the comments under Head 22, it has been decided to increase the Police establishment by 32 constablos for duty as Railway Policc in order to replace the prosent watchmen. The cost of the Railway Police is provided for under Sub Hoad 22, and although the cost is groater than that of the watchmen, there should be a considerable increase in efficiency.

The title of the department has boon changed from Harbour Department to Marino Department.

Two supernumerary Surveyors of Ships have been included for a period of six months. It is proposod to recruit those additional surveyors during the course of the year and to arrange for them to take the Ministry of Transport course before arriving in the Colony to replace surveyors proceeding on loavO pending rotiroment in 1948 and 1949.

Of the two Assistant Marine Officers shown in the non-pensionable establishment, one is required to ro-opon the Marino Station at Cheung Chau Island while the other will tako charge of the Harbour signalling arrangements. The additional draughtsman is being engaged to understudy the draughtsman Class II shown under pensionable establishment who will shortly be retiring.

The six telegraphic signalmen were previously paid under Temporary Staff.
