The Special Expenditure covers replacements of equipment which has boon in uso since the ro occupation and also rehabilitation items which cannot be not from the balance of departmental loan allocations which still remain unspent. Items needing
replacement include fire extinguishing equipment in use since. the reoccupation, and barges which were intended for military use and which were not built to last as it was expected that a large percentage would be destroyed by enemy action. ·
The following points under the various Heads of Expenditurc appear to call for comment. In the case of all Heads which includo Porsonal Emoluments thoro is inevitably & large increase as a result of the now revised salary scales. Clerical establishments throughout have been restored to their pre-war figure. In many departments there are still a number of vacancies in the permanent clerical establishment and a number of clorks paid from the Temporary Staff Votes arc hold against those vacancies. This is explained in cach case in the footnotes to the Temporary Staff Votes which set out in detail the staff which the provision is intended to cover.
In considering the comparativo table given under each Hoad, it must be remembered that the actual expenditure for the year 1946/47 only relates to an 11 months period as the Civil Administration was not resumed until the 1st May, 1946.

The increase in Cadet officers provides for one on leave ponding retirement, one at tho Imperial Defence College, one on probation on language study and three on probation who are expected to arrive at the beginning of 1949. Ono additional administrative officer, who was formerly paid from funds provided for the investigation into the possibility of establishing a Port Trust here, is now included under the Secretariat Vote. The Statistical branch has been shown under a separate Hoad.
There is an increase of two motor drivers who are required for the new motor delivery service, but this has resulted in a reduction of one messenger under this Head as well as a number of other reductions in other departments. It has been necessary to increase the Temporary Staff Vote which had to be supplemented by Special Warrant during 1947/48 to cover the employment of additional staff for the Exchange Control Office and staff for a board of survey on the Govornment stores which it was necessary to set up in order to catalogue and price stores received during the military period in respect of which no documents were supplied. It is expected that the work of this board of survey will be concluded by September.
