3. In my telegram No.357 of 15th March I stressed the
need for increasing revenue and to that end I asked you
to initiate a review of the Colony's policy in this
regard. In the light of the 1948/49 Estimates, I feel
bound to ask you to continue giving urgent consideration
to the problem to which I shall refer in greater detail
in my reply to your despatch. I trust also that as
envisaged in para. 32 of your despatch you will be considering
the possibility of effecting some reduction in the
estimated expenditure and in particular the possibility
of effecting certain immediate staff reductions which
might be carried out as a result of the preliminary
investigation referred to in para. 13 of your despatch.
