For Financial Adviser.
Reference our immediately preceding telegram following are approved
arrangements regarding financial adjustment in respect of stores etc. and
fixed assets handed over by Army and Civil Affairs to civil governments in
Colonial territories.
ONE
Broad principle agreed with Departments here is that there shall be
no immediaté cash adjustment but HIG reserve right to claim contribution from
civil governments concerned, as part of any contribution to net cost of
military administration.
TWO
In view of this reserved right record of stores etc. handed over
should be maintained, and lists should be agreed with civil government
authorities.
Pricing will be carried out by War Office. Report should be
rendered to War Office of stores etc. handed over as early as convenient.
It will be necessary for fixed assets to be valued locally and detailed

THREE
Proceeds of sale by civil government of stores paid for by U.K.
will be credited to U.K. funds (see paragraph ONE (E) of our immediately
preceding telegram) but not (repeat not) to Army funds.
