clerical work and some allowance has been made for the possibility of further payments to staff in respect of the occupation period. Such a payment would give rise to considerable additional work which would necessitate the temporary employment of additional staff.
In the Assessment Department one Class II S.C. & A. post has been replaced by a female Clorical Assistant and one Messenger by an Office Attendant. Provision has been included for a temporary Inspector of Tenements who was engaged on contract during the year and for the engagement of an additional assistant Assessor on agreement as this extra post will be necessary if normal rating is pplied to the New Territories.
Reductions have been made in the Estate Duty Office formerly known as the Inland Revenue Department.
The provision for officers on loave pending retirement or on leave has been considerably reduced as such officers have mostly retired or returned to duty. A number of those still on leave are provided for under departmental votes. The not reduction on Personal Emoluments is $71,364.
Other Charges
Savings have been effected in Ront of Officos (80,000), Fuel, Light and Power ($6,000) and under the London Accounts Office which will shortly be closed $38,000). Provision is made departmentally for Books and Publications, Newspapers and Periodicals and Upkcop of Motor Vehicles. The net reduction in Other Charges is $50,500.
The total reduction in recurrent expenditure under the whole Head is $521,864.
Head 35. Supplies, Trade and Industry Department
Personal Emoluments
Only posts occupied by permanent Government officials are shown in detail the remainder of the staff being provided for under block votes as temporary staff. The Statistical Officer is now paid under the Colonial Secretariat vote. The net apparent reduction on Personal Emoluments amounts to $321,996. The actual reduction is greater because a number of military officers wore serving in the Supplies, Trade and Industry Department in 1946 and were paid from the vote "Emoluments of Military Officers on Loan".
Other Charges
There is a reduction of $317,550.
The reduction on the whole Head amounts to
