the War Memorial Fund. When the Objects and Reasons
relating to the War Memorial Fund Ordinance were published, it was stated that it was the intention of Government to
invite Legislative Council to appropriate for each
financial year a sum proportionate to the contributions of the public during the financial year immediately preceding. Those administering the Fund will no doubt require some working capital to tide them over until substantial
contributions from the public are received, and it was
therefore considered desirable to provide a token sum in
the Estimates on which the Committee could draw. It is
still the intention that the Government contribution should
be proportionate to the contributions of the public and any sums advanced from the provision now included in the
Estimates will be adjusted later on that basis.
24.
The expenditure of the Quartering Authority and of the War Damage Claims Commission and Reparations Office have been provided for this year under "Miscellaneous Services"
instead of under separate heads as both these services are
of a temporary nature. Relief Services have been provided for as a sub-department of the Medical Department. Every effort is being made to reduce this class of expenditure
but owing to the present situation in China destitute
persons will not take advantage of the offer of free
transport back to their villages, and the number to whom some form of relief must be given consequently remains high. In spite of the efforts which have been made to deal with this problem, one and a half millions is still being spent
on relief.
