Agreed, The Treasury pointed out the
desirability of providing, as a generel rule, only allowances which conformed to one of the standard rates for Colonial Development and Welfare students and probationers, but as this special reto hod already been agreed owing to the
circumstances of the case they recogniwed that they were committed to agreement.
