I have the honour to refer to your aespatch No. 267

dated the 23rd December, 1946, regarding post graduate

scholarships granted in England to Hong Kong students, and

to express my appreciation of the very full history of the

question of the F.B.I. apprenticeships set forth therein.

16 I have already indicated in my telegram No. 1025 of the 19th

June, 1947, that I agree to the cost of the first five

scholarships being charged to Hong Kong funds, and that I

also agree in respect of the second batch of five scholarships

that any cost in excess of such grant as may be forthcoming

from the Colonial Development and Welfare Fund should be

similarly charged.

No provision has been made in the Estimates for

this expenditure and a supplementary vote will have to be

taken in due course. While in this case no considerable

opposition is to be expected, I am somewhat apprehensive of

the effect that such unforeseen charges may have on unofficial

members of Council, who are being called upon to authorize

expenditure to which they have been committed in advance.

Reference to this aspect has already been made in paragraph

35 of Sir Mark Young's despatch No. 114 dated the 9th May,

1947.

I take this opportunity of referring to Lord Hall's

despatch No. 9 dated the 9th May, 1946, regarding the

suggestion that F.B.I. Apprenticeships should be made

available to non-graduates. I venture to express the view
