In the absence of Mr. T.M. Hazelrigg, the original Chairman of the Committee, it was proposed by Prof. L.T. Ride and unanimously decided by the other members present that Mr. T.R. Rowell should be appointed Chairman of the Committee (under the provision laid down in Paragraph 2, Section (2) of the Order-in-Council).
It was stated by Prof. Gordon King that one further meeting of the Committee had become necessary in order to consider the cases of a final group of medical students who had originally started their studies in the University of Hong Kong before the war and had continued their work at Medical Colleges in China during the war. These students, 22 in number, had returned to Hong Kong in July 1946 and a year of full-time clinical training in Medicine, Surgery & Obstetrics & Gynaecology had been arranged for them in Hong Kong under teachers recognised by the University. The 12 months course of clinical training extended from August 1st, 1946 to July 31st, 1947 and at a final examination held in September 1947, 9 of the 22 students had satisfied the examiners as to their knowledge of Medicine, Surgery & Obstetrics & Gynaecology. of these successful students 6 had completed a period of 2 years and 3 months of his training in Hong Kong, two had done 3 years and 3 months and one had done 4 years and 3 months, in addition to further training in China. In view of the fact that the formal reconstitution of the University had not yet taken place the only way by which immediate recognition could be granted to these 9 students was through the exercise of the powers conferred by the Order-in-Council.
A certificate was produced by Prof. Gordon King stating that each of the nine persons under-mentioned had completed a period of at least five years of study at a University or other place of learning, including at least two years in Hong Kong, and had passed an examination and that the course of study and examination respectively were equivalent to the comparable course of study and examination normally undergone at the University of Hong Kong.
Separate submissions in respect of each student were made, giving the details of his course of study and it was agreed by the members of the Committee that each of the candidates came within the scope of the provisions of the Order-in-Council.
It was, therefore, uanimously agreed that the under-mentioned nine students should be admitted to the Degree of Bachelor of Medicine and Bachelor of Surgery under the terms laid down by the Order-in-Council:-
