With reference to your Tetter of the 19th December, 1945, under Reference No. 53611/7/45 on the subject of the conferring of Medical Degrees in the University of Hong Kong and further with reference to my letter of the 25th March, 1946, thereon, I now have the honour to report that at a further meeting of the Hong Kong Medical Degrees Emergency Committee held yesterday the Degree of Bachelor of Medicine and Bachelor of Surgery was conferred in absentia on Miss Elizabeth WANN and Mr. CHOA WING IP, who are now in the United States of America and in China respectively.
The whereabouts of these two persons had not been traced or their qualifications ascertained in time for the previous ceremony.

The ceremony held in March aroused very considerable interest not only locally but also in Kwang Tung and the fact that an Order of His Majesty in Council had been made for the express purpose of granting Degrees to Chinese students created a great impression as indicative of the interest shown by His Majesty's Government.
I would venture to suggest that the political effect of the good impression thus created might be enhanced and progress towards the resumption of the life of the University expedited, if a select Committee, chosen from the members of the Committee now sitting in London and comprising at least one representative of a British University and a representative of the Colonial Office, were to visit the Colony at an early date with a view to investigating the affairs of the University on the spot and reporting to the main Committee.
