Your despatch No.216 of 9th September, 1949. Director' of Education's Annual Report for 1947/48.

I enclose a memorandum prepared by the Director of Education in response to the request for further information on the question of teacher training contained in paragraph (b) of your despatch under reference. It will be observed that certain recommendations are made in the memorandum. These may be summarized as follows:-

(a) that certificated teachers in subsidised schools should

receive the same salary as teachers in Goverment and Grant-aided schools. At present they receive approximately two-thirds of that salary:

(b) that subsidised school teachers should receive incremental credit for past experience on their new scale. At present

it appears that they almost invariably start at the minimum of the new scale because this is greater than their previous salaries;

(c) that there should be two different scales for urban and

rural teachers;

(a) that a special training centre should be instituted for lower primary teachers either in Northcote Training College or in a separate centre;

(e) that some form of contributory superannuation should

be devised for subsidised school teachers.

These recommendations have been noted and are receiving consideration. In view, however, of increasing commitments on defence and security, the precise extent of which is not yet known, it is impossible to say to what extent the financial position will allow the implementation of any of the Director's recommendations in the near future.
