ADVISORY COMMITTEE ON EDUCATION IN THE COLONIES

TERRITORIAL SUB-COMMITTEE 'B'

The sub-committee at its meeting on the 28th June, 1949, commented on the Hong Kong Report and expressed concern at the dearth of certificated teachers. They requested further information on the question of teachers in training and on the number of pupils attending the three teacher Training Colleges ACEC (B) (49)3rd Minutes 7.

2. The sub-committee's mments were communicated to the Governor, who was also asked for information on the whole question of teacher training and in particular on the measures contemplated for improving teachers' salaries. explanation was also asked of the apparent inconsistency between the figures for teachers in training given in chapter VIII of the report and the figure of 713 given in annex 1 on page 48.

3. A reply has now been received from the Governor cnclosing a memorandum by the Director of Education (Annex A) which he has summarised as follows :

"(a) that certificated teachers in subsidised

schools should receive the same salary as

teachers in Government and Grant-aided schools. At present they receive approximately two-thirds of that salary;

(b) that subsidised school teachers should

receive incremental credit for past experience on their new scale. At present it appears that they almost invariably start at the minimum of the new scale because this is greater than their previous salaries;

(c) that there should be two different scales for

urban and rural teachers;

(a) that a special training centre should be instituted

for lower primary teachers either in Northcote Training Collage or in a separate centre;

(e) that some form of contributory superannuation

should be devised for subsidised school teachers."

The Governor goes on to observe that "in view, however, increasing commitments on defence and security, the precise extent of which is not yet known, it is impossible to say to what extent the financial position will allow the implementation of any of the Director's recommendations in the near future."

With regard to the number of teachers in training the Governor has given the following explanation:-
