With regard to your sugg stion in para.5, I do not think that para. 4 of 2.0.D. 160 ADVISORY COMMITTEES contemplates advisers sending the comments of Advisory Committees or their Sub-Committees to Directors. It sometimes ho pens, as it did with the Hong Kong Codes, that information obtained semi-offic- -ially from a Director assists the Committee in maxing its recommendations to the Secretary of state. If the Sub-Committee's only comment on the resent annual report had been the one in Minute 4(iv) such a comment, which has no bearing on policy, might be most conveniently sent to the Director by me.
