owing procedure has been agreed to by the Commonwealth Relations

Tice, the Government of Southern Rhodesia and the Central African Council and will be adopted for all communications with the Central African Council which are to be passed to the Government of Southern Rhodesia for action or information:-

(1) Communication to the Central African Council which may involve action by

Southern Rhodesia will be drafted in consultation with the C.R.0. (ir. Gibson or M. Gandee). include a phrase such as:

Subject to C.R.0. approval, the draft will

"the Secretary of State for Commonwealth Relations requests that a copy be passed to the Government of Southern Rhodesia".

(2) Communications which call upon the Governments of Southern Rhodesia,

Northern Rhodesia and Nyasaland to take action and which are only sent to the Central African Council for information will, as far as Southern Rhodesia is concerned, be sent by the C. R. O. and will include a request to pass copies to the Central African Council for information.

Copies of parallel communications from the Colonial Office to Northern Rhodesia and Nyasaland will continue to be sent to the C.R.O.

for information.

(3) Communications sent by the Colonial Office to Northern Rhodesia,

Nyasaland or the Central African Council, which call for no action on the part of Southern Rhodesia but which it is thought may be useful to the Government of Southern Rhodesia for information, may be sent direct to the Central African Council without prior consultation with the C.R.O. Copies should, however, be sent to the C.R.0. immediately after despatch, for information.

Co-operation of all departments is requested in seeing that this procedure is strictly adhered to and, in particular, in ensuring that no communication is sent to the Central African Council which may involve action on the part of the Government of Southern Rhodesia without prior consultation with the

Geographical Department.

These instructions supercede E.O.D. No. 21 cf 17th February, 1949.
