WAR ESTA LISHMENT.

Herewith report on the A side of Gen Adm 3ranch work

over the last two months.

1.

War Establishment.

Two factors have arrisen which have

made certain changes in War Establishment necessary.

The first is that the War Establishment as originally

framed was for an operational entry into a more or less

devastated area; this lead to a certain stream-lining of the

peace-time type Branches such as 'Supplies, Transport and

Industry', and to the inclusion of sections such as Censorship

and Immigration which have not been required.

The second has been the slow process of taking over

from the "Gimson Adminis tration" which had set up various

departments that had not been considered necessary in our

War Establishment out which once they were set up have proved

difficult to replace within War Establishment, e.g., Harbour

Department, Fisheries.

Proposals have been submitted to War Office for the

addition of a quartering Commandant and the authorisation of

the Fisheries Department. Proposals are under consideration

now for revision of War Establishments of the following:-

Secretariat

Telecommunications & Electrical Field Unit

Public Works Branch

Legal Branch

Supplies, Transport & Industry Branch

Police & Prisons

Gen Adm Branch

Central Executive

Field Unit.

Addition of 1 S01 and 1 SOII

Reductions

Complete re-write

Increase in Custodian's action

Complete re-write

Re-designation of appointments

Addition of Staff Capt 'Q'

Addition of 1 Assistant District Officer.
