143. A well-received and effective press campaign organized in support of a "Safety First" week. Throughout the period the Press Relations Office handled publicity material in varying forms and, by means of public displays, broadcast- ing, news and speciality films and pamphlets, attempted to provide the Colony with some understanding of Britain's war effort and her policy for the future.

144. The policy of keeping the more responsible editors very fully in touch with the Administration's difficulties and intentions paid handsome dividends. There was no single case of undeserved attack on the authorities by a responsible news- paper in Hong Kong.
