We should I think have to consult the Chiefs of Staff to whom" report is
addressed.

Mr. MacDougall,▲ Colonial Secretary, to whom I have spoken, was inclined to think that it should not be made public yet. I suggest that we should refer the matter to the War Office in a years time. The report is, of course, of historical interest.
