Refutatio of 1A
U.N.R.R.A. assistance for Hong Kong proposed is emergency relief and therefore Hong Kong's ability to pay does not arise. But (a) His Majesty's Government have not yet applied for U.N.R.R.. assistance for ɛny British territory and (b) Hong Kong is not analogous to the thilippines Commonwealth which is an independent member of the Council.
2. Even if it was decided that His Majesty's Government should apply formally to U.N.R.R.. for emergency relief for Hong Kong, such relief should not (repeat not) be diverted from China. This would have most unfortunate effect here. Chinese representatives have already commented adversely on alleged disproportionate supply of rice to Hong Kong. I would strongly urge that if any emergency supply of cotton or textiles is made to Hong Kong, It should be accompanied by an announcement that this is not (repeat nat) taken out of allotment to Chinc.
