Dear Griffiths,
Many thanks for sending me a copy of your letter F.18642/086 of the 24th June to Gabbett of the Foreign Office on the question of U..R.R.A. assistance for Hong Kong.
I should like, if I may, to refer
to semi-official correspondence which passed between the Foreign Office, Treasury and ourselves early in 1945 on the subject of asking U..R.R.A. to finance supplies for British liberated territories in the Far East. There was a letter from waley to Hasler dated 1st of January, to which Hasler replied his letter U.R. 49/12/850 of the 13th January and on which Caine commented in a letter to afley which
as copied to Hasler and Honteath dated 8th February.
I think that it is fair to say, in View of that correspondence, that the present policy of H.M.G. is not to apply for assistance to U. .R.R.A. for British Far Eastern territories, and we should be disposed to telegraph to the Governor of Hong Kong on the lines of the enclosed draft, explaining the position and asking him whether he wishes further consideration to be given here to an application to V.N.R.R.A. on behalf of Hong Kong. I should be glad to know whether you have any comments to offer on the draft.
