Dear Miss Ruston,

In reply to your letter to Brigadier Gabbett No. 54339 of 19th August, I write to let you know that we concur in your draft telegram to Hong Kong regarding privileges for officials of U.N.R.R.A. in the Colony.

There is just one suggestion that we would make, without however pressing it, which is that paragraph 3 of the draft might be omitted. It scarcely seems necessary to make any reference to the variation of the scale of privilege according to grade, since the enquiry from Hong Kong could in any case only have reference to high ranking officials eligible to enjoy the full scale of diplomatic privilege, which alone confers a title to personal Customs franchise.
