Please refer to your letter T22632/148/373 dated
10th December, and to Mr. Light's letter of the 21st October, about diplomatic privileges for U.N.R.R.A. in Hong Kong.
We presume that the existing position in regard to the grant of privileges in Hong Kong is precisely the same as the position in this country prior to the 1945 Order-in-Council which was made under the Diplomatic Privileges (Extension) Act, 1944 and which gave effect to U.N.R.R.A. Resolutions 32, 34 and 36;
that is to say that the decision as to whether these privileges and immunities should be granted in Hong Kong is a matter for the local legislature.
In view of the modification of U.N.R.R.A.
requirements, we are now prepared to ask the Governor to bring the matter before the legislature, with
suitable reference to what has been done in this country, and I should be glad to know whether you have any comments on the accompanying draft savingram to the Governor.
