Since I wrote my minute of the 30th July, it has definitely been decided that U.N.R.R.A. should come to an end in December and in these circumstances it is not, in my view, worth pursuing the possibility of extending U.N.R.R.A. relief to Hong Kong. If it were going to be a simple matter it might be worth while proceeding with the idea. But I do not think it is simple at all. I do not think we could logically extend the relief to Hong Kong without also extending it to Borneo and Malaya and I doubt whether we could logically extend it to these

territories without also doing go in the case of Burma and the Netherlands East Indies.

I agree that it is not worth while pursuing this matter, and I doubt whether it is necessary to take any further action here unless and until Washington or Hong Kong telegraph further. written to Brigadier Gabbett, with copy to Mr. Griffiths of the Treasury, accordingly.
