Sir,

I have the honour to refer to the Final Report of the

Building Reconstruction Advisory Committee appointed by the

Commander-in-Chief, Hong Kong, which was forwarded to the

Under Secretary of State for the Colonies under cover of the

Colonial Secretary's third personal note No. 7 (CAA 1467/45s)

of 14th May, 1946. I now transmit for your information a

copy of a statement on this Government's building reconstruction

policy which was issued to the press on 10th July and a copy of

an extract from the proceedings of the Legislative Council on

19th July at which the Hon. Dr. S.N. Chau asked three questions

arising out of the statement referred to above.

Both the statement of 10th July and the text of the replies

made by the Colonial Secretary to Dr. S.N. Chau's questions

were discussed at length at meetings of the Executive Council

and framed in the light of advice which I received from its

members.

The majority of the recommendations of the Building

Reconstruction Advisory Committee have already been accepted and

acted upon.

I have appointed Mr. S.E. Faber, A.M.I.C.E., as

Director of Building Rehabilitation to co-ordinate and direct the

work of reconstruction and to assist and advise private property
