energetic leadership. I will only add that the highest tributes have been
paid to him from all sides on his departure from Hong Kong and that it is
manifest that his tactful and highly effective direction of public affairs
coupled with his sympathetic understanding of the people of the Colony have
most happily paved the way for the resumption of Civil Government by
establishing and maintaining in the period immediately succeeding the
miseries of foreign oppression the most cordial relations between the
Administration and all classes of the community. I am also very glad to bear
testimony to the truly admirable manner in which the officers of the
Military Administration have carried out their multifarious duties in
circumstances of the greatest difficulty, and in particular to express
the highest appreciation of the work of Mr. D. M. MacDougall, C.M.G., in
his capacity of Chief Civil Affairs Officer.

As I informed you by telegram, the text of the message
which you were good enough to send to the people of Hong Kong was not
received in time for me to deliver it in the course of my speech at the
handing over ceremony. It was prominently published in the Press as soon
as possible thereafter and was received with great satisfaction.

I enclose for purposes of record as enclosure No.6 copies
of the telegrams which I despatched to you on the 1st May, reporting my
resumption of duties, replying with humble duty to the gracious message
of His Majesty the King, and answering with sincere gratitude the message
from yourself referred to in the preceding paragraph.
