Taxation Committee have now reported in favour of tax on income but point out that it would not be possible to prepare complete income tax legislation in sufficient time to enable tax to be collected during 1947, on basis of income which accrues during 1946. They have therefore recommended that, as an interim measure, the present War Revenue Ordinance should be recast to include certain desirable amendments and additions and that this should be coupled with institution of a fee of $100 for registration of all businesses operating in the Colony.

There are a number of points such as (group(s) omitted) on which technical advice will be necessary to the question of allowing rehabilitation costs as a charge against profit during the next few years. In order to speed matters up, Fudney, whom I am recommending to take charge of future Income Tax or Taxation Department, has been despatched to London by eir arriving 12th December. I should be grateful if X you would arrange for necessary consultation with
Commissioner of Inland Revenue and, if the possibility of securing a suitable officer as Deputy Commissioner from some other Colony or from the Inland Revenue Department could also be explored.
