I write to confirm the agreement which I gave you by telephone on the 24th January to a draft telegram to the Governor of Hong Kong about the proposal for amending the ordinance regarding a tax on income. I explained that there was little
I could say about this ordinance at this stage beyond approving the measure in principle, though obviously any step like this which will assist in balancing the Hong Kong budget and in mopping up surplus currency will be of assistance to the territory. I note you hope to raise as much as $152 million by the revised tax. The new arrangement is, however, an interim arrangement only and we hope that you will be able soon to proceed therefrom to a normal Income Tax.
