I would also emphasise that I consider Ordinance 28 prepared by Pudney to be suitable only as an interim measure pending the introduction of a normal Income Tax.

Consider that introduction of increased taxation should not be deferred beyond 1st April, 1947, at the latest and I trust that it will be possible to arrange programme for this legislation accordingly.
