I am directed by Mr. Secretary Hull to 70) refer to the letter of the 21st of February, 1946 signed by yourself and Mr. H.J. Cruttwell, ro questing compensuoton for financial losses arising from the circumstances in which the wives and families of certain officers in Hong Kong were evacuated prior to the outbreak of war with Japan. It will be appreciated that the claim is one which cannot be dlt with on an individual bęsis, but one which will have to be considered by the Hong Kong Government when civil administration is restored, in respect of all officers who were similarly affected.

A copy of your letter is therefore being sent to Hong Kong in order that the civil Government may consider the matter and make a recommendation to the Secretary of State.
