The letter at (6) gives Sir Mark Young's

comments on the four proposals made by Mr. J.B. Braga on pages 17 to 19 of his memorandum at (1). (They are summarised at X in my minute of

17th April.)

The Governor favours the idea of a

pamphlet for British subjects going to China and I have written to the Foreign Office and asked them how this matter stands (7). He gives short comments on Mr. Braga's other suggestions, but proposes that detailed consideration of these issues should await the appointment of a Public Relations Officer.
