My dear Gent,

The immediate prospect of the restoration of civil government has brought to the forefront the question of the position of the so-called "prominent Chinese".

You will recollect that Sir Robert Kotewall, Li Tse Fong, Sir Shouson Chow and M.K.Lo were members of either the Executive or the Legislative Councils. During the Japane se occupation Kotewall and Li served on the Representative Council and Sir Shouson and Lo served on the Advisory Council.

Other well known Chinese served on the District Watch and other big Committees also served on the

Advisory Council during the occupation.

Two others, namely T. N. Chau (a good man) and Li Shu Fan (a most undesirable person) kept off the

2. When we returned to Hong Kong these individuals were found to be in high favour at Government House and they formed the backbone of the group of V.I.P's at all functions.

This position continued up to the time of my leaving, save that the C.in C. had told Kotewall that he should take no part in public life.
