1. My secret letter to Lloyd dated 16th February sets out the primary considerations involved (a) on assumption that all initial appointments will be temporary as suggested in letter under reference. I recommend following for legislative council none (repeat none) of whom have been consulted. T.N. Chau (repeat Chau) M.K. Lo (repeat Lo) Lee I.U. Cheun (repeat Lee I.U. Cheun). Two former are known to you and are former members, Last named is a well known and respected local business man and property owner. He took no part in public life during occupation and loft colony in 1944 when threatened by Japanese with heavy fine. He is a J.P. and had very successful term of chairman Tung Wah Hospital in 1940/41. Consider it essential that there should be at least one Chinese member of Executive Council but that decision regarding appointment should be left to Governor after his arrival.
2. I would refer to my CA1850 dtg 070836 and renind you that Sir Roger Kotewall remains a member of Executive Council until 7th July, 1946,
