I hope to send recommendations regarding the new unofficial members in a few days time, but it will be remembered that Sir Robert Kotewall's term on the Executive Council will not end until the 7th July this year. Our CA 1850, D.T.G. 070836 refers. In the meantime I may perhaps anticipate these recommendations by saying that I consider it to be essential that at least one seat on the Executive Council and three seats on the Legislative Council should be occupied by Chinese.
