T. N. Chau He is described by Brig. MacDougall in a report dated the 4th October, 1945, as "the only public figure who appears to have entirely clean hands". It is understood that this senior ranking Chinese member of the Legislative Council was able to avoid any activities for the Japanese on grounds of health, and that he went to Macau very early in the Occupation.

M. A. Lo. Brig. MacDougall has stated that "although a nominal collaborator, he is one of the four Chinese representatives who it is thought will ultimately be judged amongst the least blameworthy as regards quisling activities" On this account M. K. Lo, who was previously a member of the Legislative Council, has been recommended by the C.C.A.0. to the C-in-0. to act as a member of the small committee set up to advise the C-in-. on Chinese affairs.

In connection with his visit to this country in December last, Mr. Hazlerigg brought some reports of statements and broadcasts alleged to have been made by or on behalf of the Chinese Representative and Co-operative Councils set up by the Japanese. To some of these statements it appeared that A. Lo was a signatory. We have, however, not been sent copies of the papers contained in Mr. Hazlerigg's dossier.
