Executive Council.
Present members are five ex officio members and Selwyn-Clarke temporarily absent from the Colony. I am provisionally appointing Hazelrigg to be temporarily an Official Member pending return of Selwyn-Clarke, and do not propose that any other official appointments should be made immediately.

I now seek your authority for offer of appointment, limited to period of one year, to two European and two Chinese unofficial persons. Europeans to be A. Morse, Chief Manager of Hong Kong Shanghai Sunk and D.F. Landale of Jardine Matheso or, if eithr of these is not prepared to serve, R.D. Gillespie of Imperial Chemical Industries. Two last named are members of the Legislative Council.
3. I consider that limitation of appointment to one year is very desirable in view of impending constitutional changes, also that appointment of two Chiness members Fin place of one will be useful as well as politically expedient.
On receipt of your approval I will appoint provisionally and report for confirmation. reply.
