Recommendations contained in my despatch No. 145 of 22nd October on constitution, if approved, will necessitate termination at a fairly early date of majority of appointments of both official and unofficial members. Consequently, you may perhaps agree to those appointments which have been made provisionally continuing as such.

Question arises now, in view of vacancy caused by retirement of Sansom. I propose that his place in the Legislative Council should be taken by re-appointment of Hazlerigg, who resigned to make room for D.P»W•
