I have the honour to refer to your confidential
telegram No. 1068 of 14th October, 1946, and to inform you
that in accordance with His Majesty's instruction I have
appointed Mr. Maurice Murray Watson to be definitively an
Unofficial Member of the Legislative Council with effect
from 16th October, 1946.

I have also to report that in accordance with
Article XIV of the Royal Instructions I have appointed Mr.
Charles Collingwood Roberts provisionally and subject to
His Majesty's pleasure to be an Unofficial Member of the
Legislative Council during the absence from the Colony of
Mr. David Fortune Landale with effect from 25th October,
1946. Mr. Landale is expected to be absent for a period of
about four months. Mr. C. C. Roberts was appointed an Un-
official Justice of the Peace on 28th May, 1937, and is the
Manager of Messrs. Butterfield & Swire Limited, Hong Kong.

Copies of the instruments of appointment, the
Government notifications relating to these two appointments
together with a revised list of members of the Legislative
Council are enclosed for your information.
