31 and 35 report the provisional appointments of Mr. Kenniff (31) and Dr. Fehily (35) to membership of the Legislative Council. It has been explained to the Governor in 34 that while provisional appointments may be made to the Legislative Council whenever the seat of a member, other than an ex officio member, becomes vacant, such provisional appointments should as a matter of policy be replaced by definitive appointments as soon as possible.
