Will you please see my minute above of the 12th March, recording the discussion that took place in Mr. Lloyd's room on the 11th.
I understand that Brigadier MacDougall has had a further talk with Sir Mark Young about. Sir R. Kotewall, that Sir Mark is still not
satisfied that it would be proper for Sir R.Kotewall to be allowed to resume his position on the Executive Council even for one meeting as proposed by Brigadier MacDougall, and that it has been left that Brigadier MacDougall will reconsider the position on his return to Hong Kong.
As Brigadier MacDougall expects to leave on Monday I have dictated the letter opposite for signature instead of in draft form, but should be grateful if you would approve it before it is despatched.
