The telegram at (8) should not be registered on this file, but a new file should be opened for Dr. Smart's Borneo report.
I have sent copies as in letters opposite to Sir Mark Young, Dr. Selwyn Clarke, Mr. Sloss and the C.C.A.0. (Dr. Smart probably left a copy of
his report in Hong Kong, but Dr. Rae agrees that for safety it is perhaps as well to send further copies officially). A copy has also been sent to
Dr. Kauntze.
The file should now be recirculated to
Mr. Sabine reference his minute of the 14th February and then to Mr. Mayle to say whether Dr. Smart's report should be sent by higher authority or whether it can now be put by.
