message this morning I enclose copies of the Malaya Long-Term Policy Directives (a) Financial Policy, and (b) Lands, Mines and Surveys.

These are two out of eighteen departmental directives which were prepared for C.A. (M.P.U.) at the request of Major-General Hone to indicate the long-term policy of the Colonial Office in Malaya, in order that the Military Administration may, so far as the exigencies of the military situation permit, keep the long-term policy in view. These directives have been approved by the Secretary of State for the Colonies and sent to Major-General Anderson, Director of Civil Affairs, War Office. A copy of the long-term Financial Policy was also sent to F.5. by Mr. Gent.
