to the Custodian of Enemy Property the assets of enemy nationals. Reasonable maintenance withdrawals should, however, be allowed to those who are present in the territory, where the circumstances permit.
Blocking for future consideration the assets of persons, other than enemy nationals, suspected to have co-operated with the enemy. (iv) Blocking for future consideration the assets
of any other individuals which you may suspect to have arisen from co-operation with the enemy. (v) Blocking for future consideration any assets which are suspected to have been acquired by looting.

Determining to what extent the Banks and Financial Institutions are solvent.
Japanese banks and other Japanese Financial Institutions will not be re-opened. As soon as circumstances permit the records of such undertakings will be examined and a scheme for their liquidation prepared.
(b) Subject to 4(b), you will, at the earliest opportunity
examine the position of the non-Japanese banks and as soon as you are satisfied that they are under adequate control you should permit them to re-open for:-
(i)

The conduct of such official business as you may require.
The receipt and withdrawal of new deposits and the making of new advances.
(iii)
The receipt of monies due to the banks in respect of outstanding loans.
(iv)
The operation of old deposits as may be decided by each bank individually subject to you being satisfied that their proposals are sound.
It is likely that during the initial phase it will be possible to open the banks only for the purpose enumerated in sub-paras. (i) and (ii) above.

As soon as possible the representatives of the British and other Allied banks which operated in Hong Kong prior to the Japanese Occupation should be permitted to re-enter and every facility should be afforded them to re-construct their position from the records of the Japanese banks which acted as liquidators. You should consulț with these representatives on all banking problems with a view to restoring normal banking service in the territory at the earliest possible
moment and resolving outstanding problems with regard to pre and post-occupation deposits and advances.

(a) You will as soon as possible introduce an exchange control on the basis of the Hong Kong Defence (Finance) Regulations, modified, if necessary, to meet current local conditions.
(b) As from a date to be determined by you no transfer of stocks and shares, other than bearer securities (the control of which is regarded as impracticable) and unmoveable property will be valid without your authority. The validity of transfers before that date
