40 The Directive was drafted for Malay and would, doubtless, need adaption in many respects for Hong Kong. I am asked to send it, however, in case it may be of use to you to see the proposals for Malaya some of which may e applicable to your territory. We are now awaiting comments from Legal officers in alaya.
