The Report

and

of the Hong Kong University Advisory Committee is now nearly ready to present to the Secretary of State

shall shortly have to decide on the action to be taken on it. (It is expected that the Report will be signed at this afternoon's meeting.)

Mr. Cox will be away I understand for some three weeks from the 5th August and I believe that you also will be away later in that month. Mr. Cox has asked me to ask you whether you could, therefore, very kindly spare time to discuss with us the best procedure to follow in canvassing the various authorities who will have to be consulted. e.g. the Governor, the Inter-University Council, the Foreign Office and Treasury, etc. There is also the possible question of publishing and alternatively the bodies to which a Report printed for the use of the Colonial Ofiice could appropriately be sent.

You may care to see the Report in its present form, since, although there are many textual amendments to be made, the re are hardly any of substance. You may also

care to see the attached copy of a note I have made for Mr. Cox.
